Washington State has been a pioneer in commissioning and purchasing art by regional artists, starting with its 1/2 of 1% for Art Program in 1974. Arbitrary Borders draws on the state’s collection of “portable works” displayed in state offices, schools and elsewhere. For its first museum-based survey of artists of color within the holdings, the Western Gallery features 35 paintings and sculptures by 19 artists.
